Graduated from the Faculty of Law at the University of Zagreb. He has published dozens of professional papers in the areas of civil, administrative, misdemeanor, and inspection law, including eight books. He has been a member of several working groups for drafting legislative proposals and a member of working groups for developing strategies for development, a consultant, and a member of working groups for the transformation of social enterprises. He was also a member of the Committee for functional re-examination and assistance in restructuring state administration bodies and their auxiliary agencies in Croatia, a member of the Examination Commission for the special and general parts (state) professional exam (property and inspection administrative area and administrative procedure), president of the Appeals Committee of the State Inspectorate, a representative before the administrative court, a member of the Civil Service Court and a member of the Higher Civil Service Court for three mandates, a lecturer at seminars for the training of civil servants (Government of the Republic of Croatia program), a member of the Government of the Republic of Croatia Commission for resolving disputes over the rights of municipalities, cities, and counties. He was elected to the academic title of lecturer in the field of social sciences, law, administrative law, and administration (2011) at Effectus College, School of Finance and Law, Zagreb, and in 2016, he was promoted to senior lecturer. He received an award for valuable scientific work in the academic year 2023\/2024.<\/p>\n
