Prof. Vladimir Šimović, Ph.D.
Professor of Professional Studies, in Permanent Appointment, Dr.h.c.
Dr. sc. Vladimir Šimović is a full professor with tenure, a professor of professional studies with permanent selection, with an honorary international doctorate (dr.h.c.), with a rich interest and experience in scientific and professional fields: informatics, information systems, and quantitative methods. He is currently permanently employed as a university professor at the Baltazar Zaprešić University of Applied Sciences and as the Vice-Rector for International Cooperation at Algebra University in Zagreb. He is a leader, senior international expert, advisor, visiting professor, and member of international and domestic scientific, research, publishing, and project institutions (ECNSI Zagreb, senior expert and advisor to the World APCEO Association to date), Guest Professor and Fellow of IIAS, dr.
Education: He received his doctorate in information sciences from the Faculty of Law, University of Zagreb in 2000 (the highest level of completed studies). He obtained his master’s degree from the Faculty of Organization and Informatics in Varaždin in 1990 and graduated from the Military Academy KOV in Belgrade in 1983.
Experience: He has extensive experience as a university and college professor and as a multiple elected dean in Croatia (Faculty of Teacher Education, University of Zagreb, Baltazar Zaprešić University of Applied Sciences), and has gained international experience as a university professor in Germany (University of Munster), in Bosnia and Herzegovina (Mostar, state and private universities) and Serbia (University of Business Academy in Novi Sad and FIMEK in Novi Sad). He was the interim rector of Algebra University Zagreb – in the founding, and the Vice-Rector for Scientific and Artistic Work and International Cooperation at the University of North in Varaždin and Koprivnica.
Scientific-research projects: He has led and participated in numerous scientific projects in Croatia and international projects, including Tempus III and Tempus IV and other projects funded by the EU. For example, he was the leader and principal investigator (from 2007 to 2014) of the scientific research project MZOiS RH “Analytical model for monitoring new educational technologies in lifelong learning” (under no. 227-2271694-1699). He achieved the “Staff Mobility Grant” within the “Basileus” project, enabling cooperation between the Faculty of Teacher Education, University of Zagreb, and the University of Shkodra, Albania. Another project was cooperation on the EU program of the international research project called “Expanding access to EU quality assurance services in higher education”. The project was implemented by the University of North in Koprivnica and Varaždin through the Erasmus+ program Jean Monnet from 2015 to 2018, based on funding from the “Executive Agency for Education, Audiovisual Action and Culture” Erasmus+: Alliances for Higher Education – knowledge, support for Bologna, Jean MONNET.
Professional development and skills: From 2019 to 2024, he achieved 3 mobilities within the Erasmus+ program for mobility and international cooperation (1. “Ilia State University”, Tbilisi, Georgia, period from 2.2.2019 to 7.2.2019, project – KA107; 2. University College “CEPS – Centre for Business Studies” Kiseljak, Bosnia and Herzegovina, period from 16.3.2020 to 20.3.2020, project – KA107; 3. GEA College, Faculty of Entrepreneurship Ljubljana, Slovenia, period from 17.4.2023 to 21.4.2023, project – KA131). He possesses excellent communication and organizational skills and is a professional user of various software tools such as Statistica®, SPSS, MS Office Professional, MS Project Enterprise Professional, Visual Basic, C++, Sharp C, Fortran 99, Cobol (RM), PRINCE2, Moodle LMS, and others.
Languages: Croatian (native), fluent in English, passive knowledge: German, Italian, and Indonesian.
Business achievements: He created the Office for Money Laundering Prevention in Croatia and the Customs ICT system of Croatia and was an IT advisor to all three chief inspectors of the Financial Police of Croatia. He was a successful mentor for 11 completed doctoral dissertations.
