EFFECTUS Connects the Profession and Practice: Fiscalization 2.0 in the Focus of the Healthcare System
- EFFECTUS University of Applied Sciences has once again confirmed its role as an active partner in connecting professional expertise, the public sector, and education, with the aim of strengthening knowledge and competencies in the fields of finance, digitalization, and healthcare management.
On January 20, a one-day professional conference entitled “Fiscalization 2.0 in Healthcare” was held in Zagreb, organized by the Croatian Association of Healthcare Employers (UPUZ-HR) in cooperation with EFFECTUS University of Applied Sciences. The conference brought together nearly 200 participants from all levels of healthcare and related fields, confirming the strong interest of the healthcare system in legislative and operational changes.
The objective of the conference was to present the new framework of Fiscalization 2.0 and to initiate a professional discussion on its practical implementation in the operations of healthcare institutions. Participation was free of charge for representatives of institutions that are members of UPUZ-HR, further emphasizing the importance of access to timely and high-quality information for the healthcare sector.
Participants were addressed by the President of the Croatian Association of Healthcare Employers, Prof. Goran Roić, MD, PhD, who highlighted the importance of timely preparation of healthcare institutions for the new obligations. The Association’s Director, Dražen Jurković, MD, MSc, welcomed the speakers and participants, emphasizing the practical value of the conference. “Consultations such as this are extremely important, as they provide healthcare institutions with clear guidelines and answers to specific practical questions,” Jurković noted.
The conference program covered a range of current and professionally relevant topics. The Fiscalization Act was presented by Renata Kalčić, MSc (Economics), Assistant Director at the Ministry of Finance – Tax Administration, while Kristina Bekavac, MSc (Economics), Head of the Professional Service at RiF – Accounting and Finance, spoke about the specific features of fiscalization in the healthcare sector.
Special emphasis was placed on the digital component of the new system. Antonio Kolak, MSc in Electrical Engineering and Information Technology, Director of the Digital Solutions Sector at FINA, delivered a presentation on the digital transition within Fiscalization 2.0, emphasizing that Fiscalization 2.0 is not merely a legal obligation, but also an opportunity to modernize business processes through digital solutions.
A presentation entitled “HZZO in Fiscalization 2.0” was delivered by Jelena Curać, BSc in Physics, Assistant Director of the Croatian Health Insurance Fund (HZZO) for Information Technologies, who clarified the role of HZZO within the new system.
Following the expert presentations, a dynamic discussion took place, during which participants had the opportunity to ask questions and receive concrete answers related to the implementation of Fiscalization 2.0 in the daily operations of healthcare institutions.
