Born in Gospić, where he completed primary and secondary school. He graduated from the Faculty of Economics in Zagreb in 1985, specializing in Finance and Banking.
He obtained a Master of Laws degree in 2002 from the Faculty of Law in Zagreb, completing the postgraduate scientific program “Fiscal System and Fiscal Policy.”
His first work experience was in Gospić at the Social Accounting Service as a financial inspector. He then moved to the Central Office of the Social Accounting Service in Zagreb, working as a senior advisor for control and inspection. He conducted numerous direct inspections of legal entities, organized and lectured at training seminars for inspectors and auditors, and delivered lectures at various seminars for legal entities. During this period, he also earned the title of certified auditor.
At the end of 1993, he became the director of Invest Consult, a company specializing in insurance mediation and representation, and participated in numerous basic and managerial seminars in the field of insurance. During this time, he obtained authorization from the Croatian Ministry of Finance for “Insurance Mediation for All Insurance Groups” and “Insurance Representation for All Insurance Groups.”
In early 2000, he joined Libertas Osiguranje d.d., where he served as a Management Board member and later as Chairman of the Board until 2006. In 2007, he passed the exam for Certified Tax Advisor at the Croatian Ministry of Finance. He later served as Chairman of the Management Board at Kapitalni Fond.
In 2011, he joined Effectus College as a senior lecturer in Public Finance and Tax System and Its Application in Croatia.
Throughout his career, he has published numerous professional articles on taxation, financial systems, and insurance. He has also participated as a lecturer at various professional and scientific symposia and conferences.
